Build a program that can generate AI designs for social media

Hi there! I'm looking to have a program built that can generate AI designs for social media. These two companies are doing it:

The idea is to have a business owner type in what they want (e.g. create instagram visual for my new burger restaurant offering 30% off) and a visual design is generated with generated relevant text
Google Bard can generate the design / layout ideas and I will need a program that can build out these designs to where the user can modify the text. Is building something like this possible to where the designs are generated as editable templates? How exactly can this be achieved? What programs, APIs, etc?
