Build me a bot on Rust blockchain (Solana)

Hello,
I am looking for a rust dev to create a bot for sniping new listings on Raydium exchange / Solana blockchain.
The bot must be able to scan and snipe as soon as the liquidity is added to the blockchain and also have the option to delay the sniping by user defined duration (to avoid bot preventive measures).
The bot must also be able to connect to my web3 wallet (phantom wallet).
