Build a HR application for my upcoming business

I am starting a care company soon and i want to lay the foundation of my business. As part of my business, i need to employ staff for my business and i want to make it easier; by creating a electronic HR filing system. The electronic HR system must be self sufficient and simple. I would like a programmer that is innovative with his design and able to suggest ideas that can make it great. I do plan on employing the programmer that i hire for the project.
