Build a PowerApps Checklist system

Hi,
I'm looking for a developper - supposedly in power apps - for a checklist system.
Currently checklist are automatically edited based on each project requirements, they are then printed, manually filled, processed and sent back to the client (see exemple in French attached)
The first goal is to digitalize this process to be able to be filled through a tablet and have a workflow to reduce processing.
I need the developper for the following :
- Define which format is more suitable as data entry
- Create an app useable either on PC or tablet for filling the checklist
- Create a workflow to process the filled document and generate a report automatically
- Provide documentation for maintenance and modification later on by myself.
French speaker would be a plus but not mandatory
