Bitcoin BTC transaction generator

Hi all,

We are looking for a capable developer to develop a simple bitcoin sender client program, with the feature to send fake transactions on the blockchain to any BTC valid wallet address.

The transaction must be shown in the receiver's wallet and on the blockchain explorer, it does not have to be confirmed, but do stay on the blockchain for up to 3 weeks (we want the option to choose how long).

Developer Requirement:
- A simple UI (can run on desktop or a web version)
- Amount field - USD or BTC till decimal 8 digit (user choose the desired amount he wants to send)
- Receiver's Bitcoin address field (user enters the bitcoin address to send the transaction to)
- No need for transaction to get confirmed on the Blockchain.
- Customized transaction fee
- Transaction should stay in Wallet at least 3 weeks before it disappears on blockchain.
- there should be an option to cancel the transaction by user any time once transaction is successfully done by user.

Rest other points will be discussed.

This software needs to be delivered asap.
Hardcore bug-free testing is must before delivery.
