Bespoke Web Application -- 2

I am looking for a freelancer to help me develop a bespoke web application. The application's primary purpose is to use the webcam as a light sensor and then show a graph of the % light it can see. You can see a similar application here: https://spark.iop.org/interactive-transit-method - We will need to copy the functionality of this app and then apply some branding to it. All the visual elements of the branding will be supplied. To be successful in this role, the freelancer should present in their application a detailed proposal of the project. I am open to any technology stack and suggestions that the freelancer may have for the project.
