Azure Subscription Automation

I need a proof of concept project to offer Azure API Management configurations for a new subscriber, such as subscription id, subscription keys, API call quota, data, and time limitations, etc... I'd like to provision subscriber configuration using an automated method (rather than the Azure GUI), such as the Azure API reference. To implement REST API in C#, Java, nodejs or python, for example, programming language skills are required.

This task will be broken down into weekly tasks.
