Automatic Billing Erp

We want to develop a erp software thate does the following:
1) client uploads bill
2) it goes through a approval process(eg. junior manager, then senior manager, then finally approval)
3)After bill is approved, OCR should be done on it automatically and the extracted data should be in excel format(the same excel sheet should contain data from multiple bills)
the fields in excel sheet will be fixed, but the bills will be of different format(for instance title at bottom / end)
