Audio monitor on streaming radio

I would like to create a small software for windows that by inserting urls of streaming channels (shoutcast/icecast/m3u8/hls), compares them with the mp3s inserted in a local folder to monitor how many times they are transmitted, even partially. Python and its ready-made libraries are also fine as long as the software has a minimal and simple graphical interface, and everything can be installed automatically even by a neophyte.
