AUTOMATIC Mass Emailing Application Development

I'm seeking expertise to develop a mass emailing application, meant to push the promotion of our philosophy. Below are what I am expecting from the application:
- Email Management: Importing contacts should be easy. I would like the application to import my mailing list from a CSV file or a Notepad.
- Analytics Reporting: Analytics is at the heart of this project. The application should include an open rate feature for tracking purposes.
- Marketing Campaigns: The primary purpose of this project is for marketing. Thus, it would be advantageous if you have experience in developing tools meant for such campaigns.
