Error creating an Instagram account (Disabled)

The ideal skills for this project would be a thorough understanding of Instagram's terms of service.
I'm having an issue while trying to create a NEW Instagram account. The account creation process completes successfully, with email verification and captcha.
After a few seconds I get the message "We've disabled your account" and "You no longer have access".
It looks like there's been a "Terms Violation" but I don't understand.
The message appears
"Why did this happen?
We've reviewed your account and found that it still doesn't meet our Community Standards for Account Integrity.
You can't ask to review this decision again."
The "username" is now unusable.
I need help fixing this or creating a new account that can use the "username" I'm interested in (but now blocked)
