Youtube advertisement marketing campaign

I would like to work with an ad agency who can manage my Youtube ad campaigns for 3 months. I have all the assets, i.e., the YOUTUBE video, etc., therefore, there is no need to create new contents. It is a simple job of running the ads and report the analytics. If things go well during the first 3 months, I will continue with the contract for an indefinite amount of time. I need to use my list of emails with about 5,000 email contacts, therefore, the ad agency has to be able to have a Google Ads account eligible for using the email list.
