Social media marketing in Egypt and the GCC

We have an online platform with the purpose of connecting experts in multiple fields such as tutoring and coaching with knowledge seekers. The platform is www.thexperthub.com
We would like to hire a freelancer that is based in Egypt or Arabic speaking country to create a social media marketing plan and execute it. The main focus will be on Egypt initially and then the GCC.
This person/company should be able to:
1- Identify the right marketing outlets to create attraction to our platform. These can include FB, Instagram and others
2- Be able to design posts and videos with the right content to create momentum from end users.
3- Able to create posts and ads in Arabic and English.
4- Have experience in SEOs and can develop a plan for it.
5- Can share previous experiene from other campaigns that she/he handled before.
Looking for serious freelancers/ companies that can provide a quick time and cost estimate before the 23rd of October.
