Social Media Manager for Taxi Booking App

We are launching an app for booking taxi for outstation travel and it will operate on a few key routes in north India. We are looking for social media manager who will setup our social media presence from scratch.

Send me a proposal how we you get us to 10k followers:
1. Mention key steps, month wise or week wise
2. For each step, if there is any associated cost
3. On completion of each step, what kind of followers we can expect on our page
4. If any paid campaign to be planned, mention cost/frequency/budget, etc. and outcomes expected
5. If you have any dependency like design, etc. mention the same. If you will do it yourself, again mention it clearly.
6. Total time and cost in which we will achieve this. The cost should be all inclusive - any assumption and dependency must be clearly mentioned.

We will track only this plan so if you deviate from it, we will not be open to changing budget or continuing with you so make it practical - your performance will be measured purely based on it. Make this proposal convincing and having sufficient details that tells me you are an expert and confident of achieving the numbers. This will be an ongoing engagement so tell me your monthly cost too.
