Social Media Expert For College

My project is in need of a Social Media Expert for a college. I plan to use Twitter as the main channel and have pre-existing accounts on each. My budget is limited so I need someone who can help me create a successful presence for a low budget. I'm looking for someone who is creative and strategical with social media campaigns and has a deep understanding of digital landscapes. Experience in work for college or universities is a plus. I'm open to hearing creative ideas and suggestions to help promote my college through social media.
