RBAC Implementation

We need an experienced RBAC programmer

We have a Yii2 site with Cpanel access.
We have 1000’s of test Members.
There are 80 table in the database
There are Types of members and their transactions and family Members.
We need a way to delete and archive the test Members and all of their information via RBAC or a program to look for the code.
There is code doing what RBAC was designed for. In modules views controllers.
We need this replaced with RBAC.
First we want to wall our self off from the code and have the RBAC instruct the program to ignor all users with and member numb below 1900. And all transaction and family members if the Member is a parent.
We WANT TO AVOID BREAKING THE Site.
