Promote my upcoming social media app

Hi,
I currently have my social media app in development in which it will be uploaded on google and app store by the next 3 weeks. Me and my partner want the app to be the fastest growing social media platform with users
How it works: Users will post their city's beautiful location, in a clear format like this (https://www.instagram.com/reel/CRsMYE9jYEi/?utm_medium=copy_link) WHILE those users will be making 60% of the revenue of the content they shared and get 10% on every person they refer to the platform
because we believe other social media platform are not compensating their content creators enough.

Right now, our aim is to get our first 500 users and first 1000 videos in which I'm ready to give a user a $5/ video created

This is where you come in; we need a social media or digital marketing expert to create a detailed marketing workplan (I have an MBA in marketing, running 2 million-dollar companies and I've come to know that the common "marketing plan" doesn't work and most based on statistics.) We need workplan that will show how you want to work as in day 1, I will do this. If your work plan is good enough, then we can make a video call on how to get started and how much will charge for these.

NOTE: We are not targeting US market yet, because most people have seen the Californias, New York and all, so we are targeting other countries, so US audience can feel inspired to visit or have a feeling on how the other countries look like.

Let me know in your pricing if you will be working on this project on a long term or just help us to get meet this goal of ours.
