Multi-Platform Social Media Marketing

I want someone with good communication who is reliable and knowledgeable with social media marketing.
Company Type: Fiberglass Pool Builder and Installer – target areas zipcodes are:
78741, 78742, 78724, 78653, 78621, 78602, 78725, 78717 78747, 78719, 78617, 78612, 78640, 78656, 78644, 78655, 78670, 78622, 78661, 78648, 78632, 78662
Why do I want to focus on specific zipcodes? Because these areas are good for digging up the ground for a pool and not far from location.
Average age of prospective buyer: age 35 and up and will need to be a home owner.
This is what I need:
1. 4- 6 ads need to be created for social media (currently there is very competitive market on facebook in my area. Image, Text or video ads. I DO NOT want to do what everyone else is doing. Hopefully something different and better
2. Do market research in my area and see if it is beneificial and affordable to use ANY OTHER Social media platform for marketing such as: Instagram, ticktock, pinterest, youtube. All of these account are created but I don’t know if people use them because it is mostly older people and they may not use these platforms. I am trying to do something different than competition
3. Tell me what is a good budget for social media per month to get quality leads. Goals is $200 per month or less for social platform fees. Poosibly $100 per month to someone manage it. Can increase to more if good leads are coming in.
4. Once these ads are approved and you have setup the demographics I will need this to be monitored for minimum of 7 days to make sure everyt8ng goes well. If it goes well we can setup another week or 2 so you can manage it
5. There is another facebook page for same company. Is it possible to have 2 pages running ads with different contact information?
I will provide for you many images, videos, website and all social media links ( please note: most social media links are not used yet. The only one being used currently is facebook.
