Instagram expert - technical

For some reason, after I set up a new IG account, (previous one was hacked and never got it back) it’s fine for a while then I get the security questions and code to phone and it is not excepted - we’ll get back to you in 24 hours - they don’t, then - ‘cannot load activity’.
This has happened several times - it must be a tech issue.
Desperately need help.
