Instagram Manager For Ecommerce Business

We have a successful online store along with plenty of customer base.
A while ago we have created an Instagram account and adding content fairly often.
I need someone to step in and manage on why our viewership base is so low on Instagram.
We are trying everything with what we think are proper hashtags, we add new images often, we encourage people to DM and interact with our posts.
Something isn't being done correctly because we are still stuck at around 2000 followers.
We only want REAL followers and people browsing our great inventory.
Preferably leading them to our website to shop.
Maybe it's something as simple as something not set up correctly?
Anyway, we need a manager to help direct posting content and gaining followers/replies to our posts.
Help us gain the real followers we deserve. I see other similar Instagram pages with +20k followers and getting much more interaction than us. We need an expert on this.
