Finding clients for portrait oil paintings business (commissions from photos).

I’m considering to hire someone that is expert in business and content strategies to reach a broader audience. I’m from Canada but I ship worldwide. I want to use mostly Instagram and Facebook but also normal paper advertising. But accepting any type of consulting in the best strategy to use.
I’m doing it part time since years, but I want to bring it to the next level.
