Digital Marketing Expert for Instagram/Facebook

I am looking for a Digital Marketing Expert who specialises in Instagram and Facebook marketing. We want to run ads on a product which is new the market. I am looking for someone who is an expert and has experience of generating good ROI. We have already installed the facebook pixel on our website, so we also want to be able to run remarketing ads, and explore further options.
