Develop social network

I post this request to find someone skilled in managing social network.
My expectations:
- Create a very dynamic account in different social networks: facebook, instagram, twitter, snapchat, tik tok,...
- make a liable strategy to sell service for our targetted population
- Lead and animate the platforms for 3 months at least
- Fees will depends on orders from the platform
- Define and maintain an active communication with targetted population
- Promote the services
- Capture more and more interest of targetted population
