Consultant For My Local Service Business To Be Promoted Using Social Media -- 2

I have a local carpet cleaning business serving a population of about 200,000 in Lafayette Indiana. I want to hire a consultant to tell me how social media can help promote my business. If you can provide a plan to help me I would then need to hire somebody, perhaps you, to implement and manage the plan. I am not interested in pay per click or local service ads on Google, but rather targeted ads for Facebook, Instagram, Nextdoor, Pintrest and other local social media.
