Boost YouTube Watch Time 1,000h〜

I would like to add at least 1,000 genuine watch-hours to a Japanese client’s YouTube channel, and I want this achieved in full compliance with the YouTube Partner Program.
I do not want any black-hat methods. What I’m looking for is a way to increase watch time that will not decrease afterward. If possible, I would like the views to appear as though they are coming from Japan, for example by using VPNs.

I’m willing to share access permissions for the YouTube account.
First, I’d like to test with one of my 60-minute videos to increase watch time by 1,000 hours. If everything works well, I plan to request additional watch-time increases for my client’s YouTube channels as well. I can provide more than 30 jobs every month.
