Web-Based Ad Manager

We have a small tennis club in Austria and we want to increase our customer base
We need someone to help us with creating and running the ads. Be it on the net or Facebook, Instagram etc
Important is that you speak German
I'm looking for a skilled individual to create a web-based ad manager for me. The primary functions should include:
- Scheduling and posting ads: I want to be able to select the dates and times for my ads to run
- Tracking ad performance: I need to be able to monitor how my ads are performing on a basic level
The ad manager should be web-based and able to support the scheduling and posting of ads.
