Mail received header Modification.

I have recently seen someone can change any Custom IP to send an email to QQ mailbox.
The top of the email Received header is shown below,

Received: from zget.org (public1.114dns.com [114.114.114.114]) by newxmmxszc98.qq.com (NewMX) with SMTP id 89A05456 for <144843557#qq.com>; Sat, 30 Oct 2021 10:34:26 +0800


114.114.114.114 This IP is a public DNS,
I feel that this IP will not send an email,

I gave him a random IP (18.28.25.1), and he could send it to me. The Received header shows the IP I gave.

Received: from zget.org ([18.28.25.1]) by newxmmxszc58.qq.com (NewMX) with SMTP id 55C9447A for <144843557#qq.com>; Sun, 31 Oct 2021 14:21:28 +0800

Objectives:
1. Any IPv4/IPv6 can be modified at will and sent out by email;
2. IP rotation can be selected from txt/CSV;
3. Easy to use, final source code and documentation are required
