Need IOT Consultant

My needs at this point are pretty simple - I need to be able to monitor the status of a smart plug that is attached to an appliance. I need to know when the appliance is on - IE there is a load on the plug. and when the appliance is turned off, send an alert or update a database saying the appliance is off. I also need to turn the appliance on, but I assume this is easy!

Once we agree on the methodology and hardware/software details I need to be able to scope and quote this project.
