Update Upgradeable ERC20 Token to Include Fees & Whale Protection

To prevent market manipulation, the community has decided to implement a 1% selling limit on whales (the percentage was determined by the community). What this means is that a whale will not be able to sell 1% of the total circulating supply in one transaction. 1% of the total market supply is 4,874,872,448,961.76 (4.8T). They would have to break up their sales, which would cost them 6% tax, thus helping mitigate market manipulation.
In addition to the whale protection, the community has also decided to implement Marketing, Dev, and EcoFund fees. The percentages were determined by the community and they are broken down as follow:
Marketing Fee, 2.5% on purchases, 2.5% on sales.
EcoFund Fee, 2.5% on purchases, 2.5% on sales.
Dev Fee, 1% on purchases, 1% on sales.
The total fees would be 12%. 6% charged during the purchase of the Sykle token, and 6% charged during the sale of Sykle tokens.
