Build Smart Contract & dApp for NFT mint on Elrond Blockchain

Hi, I'm looking for an experienced developer who can support an NFT mint on the Elrond blockchain:

Key project characteristics are:
- Total mint = 1k mint
- 1k mint is divided into 4 acts with each act having a maximum of 250 NFTs.
- Each act will be minted in stages i.e. we mint Act 1 with 250...then do promotion for Act 2 and mint another 250, and so on
- Each act will be 4 artworks so effectively 1 Artwork for each Act. This then means that each Act will have the same 250 artwork so if a person is buying 2 NFTs from the same act, effectively he/she is buying the same artwork copy twice.
- We would want to start each ACT with whitelisted addresses followed by non-whitelisted addresses for that particular Act.
- For each Act, the maximum limit needs to be 1 NFT per wallet during the whitelist stage

Hence from a developer I'm looking for somebody who can do the above and deliver:
- Smart contract in Rust (and therefore Elrond compliant) to receive EGLD payment send NFTs on chain to a buyer. Mint to start with whitelisted addresses followed by mint to wider audience. Note also limitation of 1 NFT per wallet.
- a dApp in Reach based on Elrond official template and best practice (that can then serve as the front-end for customers)

Ideally want somebody familiar with Elrond already so please specify if you have worked on Elrond before or not, and if yes, please share the examples.
