Setup radius server with SIP 302 redirect

We are looking to setup a simple radius database server that is making simple routing decisions as a failover to numbers within our network. If the number is not in the database it should use another routing decision.

- Setup radius server with 302 redirect for inbound DID's where we have 2 columns DID and route.
- Create API to add/change/remove numbers from the database
