Design of Auxiliary Power Supply Module (2500V DC to 24V DC)

We are seeking an experienced electronics engineer to design an auxiliary power supply module that converts a high-voltage DC input of 2500V to a stable 24V DC output with a maximum power of 5W. The design must adhere to specific requirements and constraints (Refer attachment) to minimize high dv/dt and ensure a non-dissipative approach. This project requires expertise in high-voltage power electronics, switched capacitor converters (or alternative non-dissipative techniques), schematic design, PCB layout, and simulation.
