urgent * unblock ads campaign from competitor

hello, i have shopify store and my competitor block the ads campaign and not allow to me to get impressions for example of 1400 for hour and them block at 2 impressions for hour. please note i haven't touch nothing of campaign of bid price or other parameters, but the hacker of competitor allow at my competitor to get all impressions and block our shop shopify.
