Shopify volume discount development

Hello, we are building a variation of our website that offers customers a volume discount as well as a subscription discount.
We build it using reCharge but soon realize it will not work since we have subscribers using another subscription app we used in the past and cannot merge the user subscription and migrate them to a new app.
What we need is for someone to create a code that generates the volume discount and displays this information in the product page as well as the cart and checkout.
This will allows us to keep accurate inventory information as well as to use any subscription we want in the future.
We do not need someone to create variations of each product as this will not work for want we need int he warehouse and sales department.
This project has to be coded properly and work properly. We hire a few developers in the past and they just wasted our time trying to do something that we did not asked to do using apps, and code that did not work properly.
The discounts vary but our main model is basic and is based on percentage.
We also need this soon rather than later so someone that can deliver on time while delivering quality.
