Shopify expert needed for custom work fix

On our website we have a custom-built cart drawer, that offers free shipping at a certain price mark. We also have custom-built the ability to add free gifts to this gift meter as necessary. The settings and configurations for this cart gift meter, are at a global level. Meaning, once you configure the gifts, they're visible in all countries and all countries have the same gifts at the price USD price level. We want the ability to set the settings at a per-country level. Meaning, I want to be able to set different gifts and shipping thresholds for different countries in their respective currencies. We're looking to make the hiring decision for this task today, and need this task completed in the next 3 days
