Shopify development: Custom volume discount function

Hello, we are in need for someone to add a volume discount to our development shop.
It is important to understand we do not need an app nor to use a variant product with a discount as this as basic functions that do not require development.
Volume discount
We need a volume discount option that adds to every product that has a tag "Volume Discount" so that we can only apply that discount to specific products.
Additionally, we wish to add 1 to 3 volume discount rules. Meaning we have a set of three volume discounts that apply to specific products.
All volume discount rules should be easy to modify and should track the product quantities properly. Also, should work with our app SEAL subscriptions.
Examples:
The following are sample discounts we want to use. We want to have the ability to modify them or add more.
Vol1 - 15% off for two products, 30% off or three to four products and 50% off for more than 5 products in quantity.
Vol2 - 120% off for two products, 40% off or three to four products and 60% off for more than 5 products in quantity.
Vol3 - 10% off for two products, 15% off or three to four products and 20% off for more than 5 products in quantity.
We need this project in less than 5 days making it responsive.
Please only apply if you are experienced and can deliver on time.
NOTE: Incomplete work will not be considered for partial payment since other developers have left us waiting for a complete project without properly communicating.
