Shopify coder for location wise shipping setting

Hello, We have already set the shipping charges but want to integrate the following on our website through coding

1) create collections to show all products available at a location

2)specific location shipping only for certain products & location to be visible on product page

Please let us know if it can be done & the quotes for the same please
