Shopify VAT Exemption Integration

I'm looking for a Shopify developer to implement a VAT exemption feature on my Shopify store.
Key Requirements:
- The cart page needs to display both the price and the VAT.
- If a customer applies for VAT exemption, the checkout page should reflect the price exclusive of VAT.
- This VAT exemption option should be accessible to all customers, not just specific groups or registered users.
Customer Interaction:
- Customers should be able to indicate their VAT exempt status by ticking a declaration box.
- After selecting the VAT exemption option, an informational message with additional details should be displayed.
