Shopify Shipping Setup for Israel

This is for fluent Hebrew speakers and preferably Israel residents. I have a website that sells in Israel. I offer free, next day shipping in the "Merkaz" and three to five days 40₪ shipping to all othe locations in israel. I have a specific list of cities I deliver to and what I consider the "Merkaz". I need a freelancer to setup the shipping for me so that my store detects the customers location during checkout and charges them shipping (or doesnt charge them in the merkaz) accordingly.
