Shopify - Set up Custom Shipping Rules

I have a Shopify client, https://www.gkhydroponics.com/, that has complicated shipping restrictions. We are currently using an app (Advance Shipping Rules) to manage the shipping as there are certain products that can't be shipped to certain states. This app required us to set up separate vendors to group the products. The client now wants to enable shipping to Canada (they currently have a message where people need to call for a price), as well as enable local pick up for certain products. They have hundreds of products online, but only a couple hundred of them are available for Local Pick Up. The current app said that what my client is needed is too complicated for their app. So we downloaded the Better Shipping App. I've been going back and forth with them and they said that what we need is very complicated and probably should look at a different app.
Sooo...yep, I'm stuck and I need someone's help to get the shipping set up.
