Shopify Public App development

I am looking for a sparring partner that can help me with building a public app for Shopify. Depending on who the person is, this can be a rather large or small task, simply because the person could become responsible for the full project or just guiding me in the right direction, and I'll code it myself.
Preferably a person placed within utc+0 to utc+3 and a strong understand of Shopify app building is a must as well as good English skills.
You should either be skilled in building apps for Shopify in Php or C#
