Shopify Checkout - Adding Excise Tax line to checkout tax

Hello - Let me start by saying we DO NOT have Shopify Plus.
We need to add a extra line at checkout for excise tax. This excise tax is based upon Products in Product Collections. We have special product collections that need this excise tax for all products inside the collections. If a product is in these collections, the items would be assessed this excise tax. If products are not in these special product collections then excise tax = $0.
I am seeing other similar websites using a JavaScript to perform this excise tax. I can show you example websites to mimic if we are able to work together.
