Shopify Carrier Calculate Shipping App - Private/Unlisted

I'm looking to hire a developer to build an app to be installed in private Shopify stores. The app will serve shipping rates in the cart from a table of weights/prices. The app should be able to be added via the shipping settings under carrier rates + return a custom 'Shipping Name', and will be built under our Shopify Partners account. We will also need help hosting the tables/app - maybe via MongoDB? Ideally we can find someone who is able to provide advice on the easiest/simplest stack for us to manage.
