Shopify App Developer Needed for Custom Theme Tweaks

I need a public app that I can modify theme.liquid file of shopify store.The developer would need to know gadget app development and shopify admin api. An app is already completed by 90%. I want to complete this app and upload it on shopify app store. The app codebase will be provided.
