Optimise Shopify Website for Mobile Google Page Speed

We have a shopify website but it currently gets a 20 on Google mobile page speed.
We're hoping to get this much faster and if require, rebuild the store into a new theme. We're looking for an analysis first and then a cost for new implementation to get the page speed on mobile in the 80-100 zone.
