Need a Shopify Expert to Design Event Registration Website

We need a shopify expert to design an event registration website using the app https://apps.shopify.com/event-ticketing. We would need the ability to provide the registrant with a document that they will download and sign and they should have the ability to upload it back to their profile, like a document center. We should have the ability to determine which profiles have submitted their signed documentation and which still need to do so. We should be able to manually approve the documents as they are uploaded. They should be pending until they are approved.
