Looking for Shopify App dev to migrate our App

We have a small tiny app that we would like to migrate over to ShopifyCLI 3.0, since 3.0 comes with ability for creating blocks. App is small; we just need it properly to be connected with ShopifyCLI 3.0.
Budget $50.
It needs API connection adjustments for authentication with Shopify primarily everything else stays the same my system is just not setup for ShopifyCLI 3.0.
Please show experience with Shopify app development.
