Develop a Shopify app to synchronize stock between two stores

The target of the application is to synchronize stock between two or several stores.
There are different use cases for this application:
1. A reseller shop:
The user of the reseller shop is reselling from several existing shopify stores and accordingly want to synchronize the stock that he has in his store with all the other others that he is reselling from.
Worth mentioning that the reseller shop user is not the owner of the other stores that he is reselling from and does not have access to these stores.
The stock should be synchronized either with the exact name or the SKU number between the two stores.
Also, the reseller store can have the ability to create all/select certain products from the store he is synchronizing with. And the product should be created with the name, picture, description, size guide...
2. A user who owns several shopify stores
This is the user who is the actual owner of several shopify stores and wants to synchronize stock between the different stores that he owns also through product name or SKU
The application can be published on Shopify and licensed normally.
