Custom Shopify checkout process for B2B clothing company

We are a clothing company and we are trying to develop the checkout process for our wholesale customers because the sales process is different.
we are looking for someone who understands the complexity of the project and completes it within the timeline.
we sell products in packs which comes in size and quanitity ratio
B pack - 1/small, 2/medium, 2/large, 1-x large
f pack - 1/medium, 2-large, 2-x-large, 1-xxlarge
we have to configure these packs in the backend so people can buy only packs not individual qty
once they select the packs they can edit the cart
in the check out they put all the information of company address, payment options of the money order, and cheque
once they add everything
they should be able to see in their account
in the backend, we should be able to charge them once the order is ready and not the at the time of check out
we can provide a similar infrastructure to another website to follow
