Adding a Inc / Exc VAT button to Shopify

In the top bar of our Shopify store I'd like a small button that toggles all the prices displayed to Include or Exclude tax. I want the button to appear only when a visitor is logged in.
The prices will change when the button is pressed.
All the prices will also need a "inc VAT" or "ex VAT" label displayed after it, which will also change as the button is pressed. This VAT label will also only be displayed when the customer is logged in.
